We understand that official application has been made by Mr. Fisher for such assistance and that the Director of Public Works does not support it.

Colonel Dumbleton questioned the Director of Public Works as to whether economy might not be effected by dividing up the work of the Department by districts with one or more Engineers in charge of each, responsible for all the work of construction or maintenance in the District excepting drainage
and waterworks.
Mr. Chatham was of opinion that owing to the circumscribed area of the Colony (the principal portion of the work of the Department being carried on in Victoria and Kowloon) no economy would result from such method of organization.
Colonel Dumbleton mentioned that it had come to
his notice that three different Engineers had to supervise three different items of work at Tai Po under the present organization.
The Director of Public Works stated that he endeavoured to avoid such sub-division of work in the New
Territories.
We are of opinion that the work in the New Terri- -tories at any rate should as far as possible be put in charge of one Engineer.
iv. We questioned Mr. Fisher, who is an Architect and whose Assistant is also an Architect as to whether the maintenance of Buildings could not be undertaken by him and his Assistant. He said that as soon as the Law Courta and New Post Office Buildings are completed he and his Assistant could undertake the work.
We are of opinion that the work appertains to an Architect rather than to an Engineer and we recommend that the
